I have the honour to invite your

attention to my Despatch No. 171 of the 18th. of last June

on the subject of Local Audit to which no reply has been

received. Since writing that Despatch the latter of the

Comptroller and Auditor-General No. 810 of 23rd. July,

1909, addressed to the Local Auditor has passed through

my hands and I note that Mr. C. W. A, Trollope there

observes that "the Comptroller and Auditor General finds

*it difficult to appreciate the objection which appears to

"have been taken to the nature of the duties entrusted to

"the Portuguese Audit Clerk". It may be useful therefore

if I recall to Your Lordship's notice the enclosed print

of correspondence. Your Lordship will not fail to appreciate

the intimate connection which the facts referred to in that

correspondence bore to the defalcations in the General

Post Office and Treasury in the years 1886 1892. I
